AN ACT PRESCRIBING THE USE OF PHILIPPINE TROPICAL FABRICS AND DYES FOR SCHOOL UNIFORMS OF PUBLIC OFFICIALS AND EMPLOYEES

 

          Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Declaration of Policy - It is the policy of the State to promote the preferential use of Filipino labor, domestic materials and locally produced goods and adopt measures to make them competitive.

SECTION 2. Objectives - pursuant to the above policy, the use of Philippine tropical fabrics and dyes is hereby prescribed for official uniforms of government officials and employees to instill nationalism among the people, promote the preferential use of locally manufactured goods that utilizes local resources, adopt measures that help make said industries competitive and then generate wide employment and greater benefits to the country.

SECTION 3. Coverage - Philippine tropical fabric is defined as those containing fibers from plants and animals grown in the Philippines, spun, woven in the country, which includes, but is not limited to the following: banana, pineapple, avocado abaca, maguey, yucca and saluyot.

SECTION 4. Implementation - The Civil Service Commission, in coordination with the Fiber Industry Development Authority of the Department of Agriculture, the Philippine Textile Research of the Department of Science and Technology, the Garment and Textile Export of the Department of Trade and Industry, and in consultation with the concerned private sector, shall promulgate the rules to implement this Act consistent with a viable development plan for the sector.

SECTOR 5. Effectivity - This Act shall take effect within fifteen (15) days from the date of its publication in at least two (2) newspapers of general circulation.
