It was in the 1980s that the institute started to pursue more comprehensive transfer programs of commercially viable technologies that it has generated. During this decade, village-level processing centers for handicraft products were established in different regions in the country. Technical services during the 1990s were further intensified since focus was geared toward globalization. In 2000, PTRI instituted new directions and approaches to be more responsive to its mandate. To match the evolving needs of the industry and to attune to the global environment, activities were realigned into four major programs, namely: silk industry development, natural fabrics development, natural dyes research and development, and technical services. Technology transfer is the integrative ingredient that binds the four programs together, hoping to transform the institute into a forceful, cohesive, and revitalized agency. 

The textile-related processes transferred are on handloom weaving and designing, bleaching, and dyeing involving synthetic and natural dyes, and those on sericulture. Although not considered great innovations, these technologies nonetheless proved very useful as they provided significant improvements in the micro, small, and medium enterprises’ (MSMEs) productivity and efficiency. Consequently, MSMEs in certain regions and provinces were able to rise, innovate, and find their niche in the competitive market through S&T interventions, thus, ultimately touching and changing people’s lives almost always for the better.

 Handloom weaving is a home-based endeavor, which has graduated into a firm level production. Being labor-intensive, it has a better absorptive capacity for employment, while taking advantage of the skills and inherent artistry of the Filipino workforce. On the other hand, optimized procedures on scouring, bleaching, and dyeing provide full support to the weaving and handicraft industries by enhancing the quality and aesthetic property of raw materials, handloom woven and handcrafted products, thus, increasing their values. The same impact was observed with the institute’s established techniques on natural dyes and sericulture.

 At the end of this publication is a collective assessment of the insights and lessons gleaned from the experiences of technology experts, entrepreneurs, and of the men and women involved with the PTRI technologies as presented in the case stories. Hopefully, the accounts herein can serve as a guide toward enhancing the institute’s technology transfer approaches and strategies as well as contribute to its effort of developing more relevant technologies while continually improving existing ones. Moreover, it is hoped that these will serve as inspiration to encourage others who are into similar endeavors.
