PTRI Director receives the 2007 PRC Outstanding
Professional in the Field of Forestry Award
PTRI Director Dr. Carlos C. Tomboc received the Professional
Regulations Commission (PRC) Award as the 2007 Outstanding
Professional in the Field of Forestry at the Sofitel
Philippine Plaza Hotel, Manila on 22 June 2007.
Dr. Tomboc received the PRC trophy that symbolizes
transparency, openness to scrutiny and change and solidity
of achievement in the midst of human imperfection. It is a
reward for the professional service rendered with
competence, integrity and faithfulness to the public being
served with outmost adherence to high ethical standards.
The PTRI Director was cited for demonstrating incomparable
competence and integrity which earned him various awards
including the Mancono award as Most Outstanding Alumnus of
the University of the Philippines Los Baños, College of
Forestry and Natural Resources, the Dr. Rosete Award for
Outstanding Administrator, the Presidential Lingkod Bayan
Award for Exemplary Work Performance and was selected one of
the international experts on Natural Resources Management by
the United Nations Educational, Scientific and Cultural
Organization (UNESCO). Moreover, his dynamic leadership and
significant contributions led to the advancement of the
forestry profession as a Researcher. As Director of the
Ecosystems Research and Development Bureau (ERDB), he was
instrumental in bidding for the Philippines to host the tree
breeding and micro-propagation project, the largest United
Nations Development Programme (UNDP)- Food and Agriculture
Organization (FAO) supported project in Asia-Pacific at that
time. He likewise served as Acting General Manager of the
Laguna Lake Development Authority (LLDA), and pioneered the
implementation of several significant forestry and
environment-related projects. As Director of the Environment
Management Bureau, he led the Group of 77 countries
including China in the preparatory and seventh meeting of
the parties to the Montreal Protocol on substances that
deplete the ozone layer.
A true-blooded forester that he is, Dr. Tomboc received the
award, wearing with pride his brown piña-seda Barong dyed
with brown pigments extracted from the bark of duhat tree (Syzigium
cumini). The brown Barong received similar admiration during
the citation and as present Director of the Philippine
Textile Research Institute, Dr. Tomboc has always worn with
pride PTRI developed textiles. He has always been supportive
of the institute’s breakthroughs by popularizing the use of
colored Barongs in his various engagements.
Just as Dr. Tomboc stood out from the rest, looking great in
his radical fashion statement, the honor has also brought
pride, joy and hopes to PTRI as fitting reminder that the
most beautiful flower is that which blooms in adversity.
Other DOST personnel who accepted the award include Dr.
Trinidad P. Trinidad, Scientist II of the Food and Nutrition
Research Institute as 2007 PRC Outstanding Professional in
the Field of Chemistry. They were joined by other
Outstanding Professionals from all the regulated professions
of PRC graced by the PRC Chairperson Leonor Tripon-Rosero
and Department of Labor and Employment Secretary Arturo D.
Brion.
Just as the PRC trophy is pointed upwards, Dr. Tomboc
personifies the sharp edge of the PRC award being sharpened
on the anvil of education but rounded on the other side to
show the balance of professional training with a
well-rounded person seasoned by productive experience.
