GUIDELINES FOR SECURING CERTIFICATION
FOR THE
PHILIPPINE TROPICAL FABRIC
UNDER RA 9242
- Rationale
The
Implementing Rules and Regulations (IRR) of
Republic Act
9242 "An Act Prescribing the Use of
Philippine Tropical Fabrics for Uniforms of Public
Officials and Employees and for Other Purposes" was published in Pilipino Star Ngayon on June 22, 2005. Rule IV, Section 1 of the said
IRR states that "The Philippine Textile Research
Institute (PTRI) of the Department of Science and
Technology (DOST) shall develop and issue Guidelines for
Securing Certification and other necessary forms and
these shall form an integral part of these Rules."
Likewise, Section 2 states that "The PTRI shall conduct
tests on [fiber] composition and other properties to
determine whether or not the fabric meets the minimum
standard requirements for uniform and other purposes,
and shall issue the appropriate certification, or
exemption as the case may be." Hence, these guidelines
were formulated.
Coverage
These guidelines shall apply to all textile producers,
fabric suppliers, and garment manufacturers wishing to
bid for the uniforms of public officials and employees
and for other purposes as provided for by RA 9242.
Procedure
- PTRI shall prepare the minimum standard requirements
for uniform and other purposes as bases for evaluation.
- Bidder/end-user shall accomplish the PTRI Test
Request Form, submit the required fabric sample(s) for
testing, and pay in full the corresponding fees for
testing, evaluation of results, and certification (see
Annexes
A and
B).
- PTRI shall conduct the laboratory tests and shall
issue the Test Report, Evaluation of Results, and
Certification for RA 9242 (see Annexes
C,
D,
E and
F).
Fees
PTRI shall charge testing fees in accordance with DOST
Administrative Order No. 010 Series of 2000, Executive
Order 197 dated 13 January 2000 and PTRI Administrative
Order No. 102 dated 16 December 2002. The fees for
evaluation of test results and certification shall be in
accordance with PTRI Administrative Order No. 001 dated
02 January 2006.
